According to Daniel Stern Lighting site the USA type 1157 dual filiment bulb MAY have a slightly higher amperage draw than the European ECE P21/5W bulb (aka 7528 in the USA). It is hard to tell as the test volatges are different for each country. So you may be right about the USA 1157 melting the tail light lens.
