Oil pastels will never fully dry out on their own. They may get a bit of a protective layer on them over the years. A few different companies have made some products which can be sprayed onto an oil pastel piece once it is finished, and it will seal the surface.
Can soft pastels dry out?
A common misconception about soft pastel is that it’s only used for sketches and drawing. Pastel is wonderful for those uses, but most of us who work primarily in pastel consider our finished works to be paintings. They may be dry, with no brush or water involved, but they’re still paintings.

Some of history’s most noted painters used pastels with lasting results. Pastels created more than 200 years ago, receiving proper care, are as fresh and bright as the day they were painted. Do not place your artwork in direct sunlight! Placing your artwork on a wall that receives direct sunlight during the day means it will fade at an accelerated rate.
Why are pastels so expensive?
Artists’ quality pastels contain the best pigments available and a higher ratio of pigment to binder. This means that artists’ colors are stronger and more intense. Because they contain such high levels of pigment, pastels can be expensive.

Do you need to fix pastels?
Pastel should be fixed, as otherwise there’s not much holding it to the paper. Think about what a pastel is made from — pigment with very little binder. There’s no “glue” keeping it attached to the surface of the paper nor has it soaked into the paper as happens with paint.
Can you use hairspray to fix pastels?
Many artists who create drawings with friable or powdery media, such as chalk, pastel and charcoal, choose to use hairspray as an inexpensive alternative to commercially available art fixatives.
